DESCRIPTION:
Geopolicity assisted the European Union in the evaluation of the Afghanistan Reconstruction Trust Fund (ARTF) to determine its level of compliance with best practice principles for structuring and managing funds, and promoting medium and long-term economic growth, including improvement of business infrastructure at the local and national levels. As part of this evaluation, Geopolicity prepared a review to map out Afghanistan Public Management reforms and to appraise the existing Trust Funds and potential budget support.
Geopolicity also assessed delivery modalities for donor technical assistance including a PEFE/PFM review and review of existing World Bank and IMF conditionalities to ensure that they supported the EC sector-wide approach in promoting a pro-poor development agenda. This project involved significant assessment of donor/IFI investment funding requirements as well as the promotion of the sustainability of ARFT assistance.
ACTIVITIES UNDERTAKEN:
Evaluation of Afghanistan Reconstruction Trust Fund for the EU to determine preferred funding modalities, sectors of performance and key performance indicators, as part of the EU Country Strategy.
OUTCOME:
Internal EU evaluation of ARTF, to support country operational planning.
