DESCRIPTION:
The Istanbul Heart of Asia Process is a platform for greater trade, economic, political and security cooperation between Afghanistan and its neighbors. The project objective was to identify potential funding mechanisms for the different Confidence Building Measures (CBMs) and inform decision makers of the Heart of Asia participating stakeholders on how best to ensure the successful pooling of resources to implement the different confidence-building measures in a sustainable manner.
This report presents funding and governance modalities for the Istanbul 'Heart of Asia‘ Process. Selected modalities build on existing arrangements, providing Heart of Asia Member Countries and Supporting Countries and Organizations with a number of practical options for deliberation. These modalities differentiate between financing the 'Istanbul Process‘ and financing 'Sub-Projects‘ within the various Confidence Building Measures (CBMs). The approach encourages 'Branding and Re-Branding’ Heart of Asia projects and Technical Support arrangements.
ACTIVITIES UNDERTAKEN:
Working with the diplomatic corps of the international community to develop funding modalities to sustain the Istanbul Heart of Asia Process. Led UN HQ meetings and presentation to the Senior Official Meeting in New Delhi January 17 2013.
OUTCOME:
New funding modality for Heart of Asia Confidence Building Measures established.
