DESCRIPTION:

Geopolicity consultants played a leading role in establishing the Afghanistan Financial Management Information System (AFMIS) under the leadership of then Minister of Finance, Dr. Ashraf Ghani. We coordinated the first two national budget exercises establishing the budget classification system, and with BearingPoint the COA. AFMIS has since been established as the centralized Financial Management Information System for the Government of Afghanistan. It providing Financial Management information to Ministries, Agencies, and Donors, controlling and disbursing of funds regardless of funding source, embracing controls of expenditure with approved budget (re-current & development), recording of Revenue from Center and Provinces as well as cash transfers to provinces

A large focus of our work was on sector-based PFM reforms, including support for improved budget preparation, development of the Call Circular, budget execution including establishing the PFM Road Map. On the PFM side, work has focused on (i) fiscal sustainability (ii) allocative efficiency and (iii) operational efficiency. Training and capacity building support has been provided to Ministers and senior leadership and management staff, including workshops and study tours.

 

ACTIVITIES UNDERTAKEN:

Support for development of AFMIS, FreeBalance (with BearingPoint), COA, introduction of provincial budgeting. We were tasked with oversight of budget automation for the formulation and execution process, enabling the preparation of the national budgets using the State Budget Planning System, taking a top down and bottom up planning perspective. Introduced the first policy-based MTBF.

 

OUTCOME:

Fully functioning national PFM system.
